Introduction

This is the third (3rd) Progress Report of Bantay Eleksyon 2010 or the People’s Coalition to Monitor the 2010 Elections a domestic election observation mission that aims to monitor the entire process of the 2010 elections.  This report highlights the state of  preparedness of the Commission on Elections in the implementation of the Automated Election System (AES) for the May 10, 2010 National and Local Elections.  It also includes the pre-election related activities from period December 1, 2009 to February 6, 2010. The report contains the following areas:

This is the first report of the Bantay-Eleksyon 2010 or the People’s Coalition to Monitor the 2010 Elections. This covers the period from the November 2007 when the Nacionalista Party and the Liberal Party held major party events aiming at the 2010 elections to August 2009. This period forms part of the 2010 elections as pre-election period inasmuch as election-related events were already occurring. This report can also be seen as the baseline report for the Bantay-Eleksyon 2010 monitoring.
