This is the first report of the Bantay-Eleksyon 2010 or the People’s Coalition to Monitor the 2010 Elections. This covers the period from the November 2007 when the Nacionalista Party and the Liberal Party held major party events aiming at the 2010 elections to August 2009. This period forms part of the 2010 elections as pre-election period inasmuch as election-related events were already occurring. On April 2009, Bantay Eleksyon trained youth leaders in Bukidnon to capacitate them as resource persons and effective monitors for the May 2010 automated elections. Four months later, armed with knowledge and experience, the young advocates have applied their knowledge through avenues where the issue on electoral reforms is highlighted. |

On August 29, 2009 several government scholars from Bukidnon State University attended the forum on Citizen-Voters’ Education. Learning was made more interactive when participants were divided into groups, acting out scenes from the electoral process. The following day, the team spoke to more than 100 church leaders at the Catholic Church, Municipality of Lantapan. To end on a positive note, the participants raised significant questions and expressed eagerness to invite the young resource persons in their respective barangays. |

On August 27, 2009, Bantay Eleksyon 2010 (BE 2010) was publicly launched at Casa Marinero , Intramuros, Manila. During the launch BE laid down its objectives: to monitor the entire election process, from election preparations to post-election protests using a domestic observation mission framework; to assess the conduct of the 2010 national and local elections using the international criteria for free and fair elections, and; to participate in the efforts of ensuring a credible, accurate and clean elections. The event which was well attended by invitees from print and broadcast media was presided by CER Chairman Ramon Casiple and BE Project Coordinator Andie Lasala. After the presentation, the floor was opened for questions, verifications and clarifications. Lunch followed thereafter. |
