Vote for Peace 2010 (or Vote Peace) is a non-partisan nationwide initiative with a mission to create a political environment conducive to the conduct of a free, fair and peaceful conduct of the May 10, 2010 National and Local Elections. Vote Peace 2010 aims to: 1) effectively monitor incidents of election violence during the election period; 2) minimize election conflict and incidents of election violence; 3) provide appropriate political response to acts or incidents of election violence; and 4) exact political costs to perpetrators of election violence.
Vote Peace is a project of the Consortium on Electoral Reform (CER) and has Vote Peace Response Teams (VPRTs) in selected regions and provinces across the country, especially where election hot spot areas are located. Vote Peace has established coordinative if not working relations with various election stakeholders, especially with the Bantay-Eleksyon Monitors in the context of monitoring ERVIs. The focused areas of Vote Peace are the provinces of Abra, Nueva Ecija, Masbate, Samar Island, Maguindanao, Lanao del Norte, Lanao del Sur, Basilan and Sulu. It is also closely watching developments in Davao City, Compostela Valley, Batangas, Quezon, Isabela and Sultan Kudarat.

Introduction
This is the Fourth (4th) Progress Report of Bantay Eleksyon 2010, a domestic election observation mission that aims to monitor the entire process of the 2010 elections. This Report covers the campaign period (from February 9 to April 10, 2010) for national candidates and the start of campaign for local candidates. Included are data from the field from Bantay Eleksyon 2010 coordinators, COMELEC’s management of and preparation for the automated election system, updates on election- related matters, and Supreme Court rulings. February 9, 2010 marked a significant day for Bantay Eleksyon 2010. BE’s Third Progress Report was released through Press Conference at Bayview Park Hotel, Manila. The Report covered salient updates on the Automated Election System, election violence, campaign financing and latest Supreme Court rulings.
The second half saw the National Assembly of BE’s Area and Provincial Coordinators. The event was attended by almost eighty participants from all over the Philippines. CER Chair Mon Casiple gave an insightful national situationer, while BE’s national coordinator Andie Lasala discussed in detail the Automated Election System. |

Introduction
This is the third (3rd) Progress Report of Bantay Eleksyon 2010 or the People’s Coalition to Monitor the 2010 Elections a domestic election observation mission that aims to monitor the entire process of the 2010 elections. Bantay-Eleksyon 2010 PRESS STATEMENT November 23, 2009
All credible, fair and free elections begin with a good and clean Voters’ List.
Bantay-Eleksyon 2010 believes that the COMELEC should be commended for delisting a number of the voters due to failure to vote in two elections and death, and for establishing satellite registration offices to reach more registrants.
